Ultra Necroznan isn't a good example of a good boss, it's poorly designed trash that I'd put next to the Bed of Chaos from the original Dark Souls in terms of quality (widely considered to be FromSoftware's worst boss, even if i consider that to be Malenia). That fight is just cheap and not well-designed, considering that the level jump is 10 levels, the next level 60 you'll face will be your rival's ace in the final battle of theain game. Its not because the fight is hard that I hate it so much (the 3k+ hours in FromSoftware games should tell you that i like a challenge), its thst the difficulty comes from the wrong reasons: cheap and artificial readons as opposed to organic reasons. The problem is that in the mainline games your opponent is playing with the same tools/rules that you have, while this can be effective (see Cynthia, Kierin), it limits what you can do. You can't go giving people in-game stuff that the player will never have access to in the mainline games (spin-offs that's an option), plus the AI rarely ever switches out, even in downright TERRIBLE matchups, the only workaround to that would be a VoltTurn team (my favorite type of team) where every mon has a move that causes them to switch out, think Elsesa from Unova or Watson from OR/AS. The fact that the AI almost never switches is a big thing holding it back, but that's a can of worms to work in as well because it could feel like, for the lack of a better term, input-reading if handled poorly. Also mono-type teams aren't a problem, the composition on the other hand is. Monotype is a competitive format on Pokemon Showdown!, and whole some types are better than others, a good monotype team would be built around having answers to the types it's weak to. Yes some important options would be missing for obvious (legendaries, mythicals, Ultra Beasts, Paradox, old event moves), but it can be done. Movesets are another big factor in making monotype teams more challenging, give them moves which either mitigate or outright counter the types that they're weak to. Plus the most difficult opponent will ALWAYS be another person because they can predict what you're going to do and react accordingly: they won't stay in an unfavorable matchup and let their mon be one-shot by a super-effective move unless it was a bad prediction, like expecting you to go for a move that would hit the switch-in for SE damage instead of the mon that's currently in. The human element elevates the franchise's battle system to a whole other level, the mind games can go f**king hard. Keeping a Gligar in against a Nidoking that knows Ice Beam could be s****dal, but you could also save your Steel type from taking an Earth Power on the predicted (and obvious) switch for example. These mind-games that make battling another person so engaging aren't really practical to implement in an AI. You'd need an EXTREMELY COMPLEX AI system to manage something like a battle that you'd see on Pokemon Showdown!, and that would be a lot of work without it feeling like the AI is cheating. So while battles in-game could be better, they'll never be able to match what another player is able to do, so there's a celing as to what mainline battles can do without making a F.E.A.R. level AI for NPC trainers. F.E.A.R. is an early 2000's FPS game with a legendarily good enemy AI system, papers have been published on it it's that good (I'm 100% serious about that) and not the Pokemon version of F.E.A.R. Tl;dr; while the battles can be made better, there's a limit to what they can do by following the same rules that the player plays by, plus a human opponent will almost always be better without a super complex AI to make a lot of complex decisions.
